Caution Urged Over High Hedge Fees

Lib Dems have expressed concern that disputes over nuisance hedges could land those blighted by the problem with a hefty bill.

From June 1st, under legislation brought in as part of the Anti-Social behaviour Act, District and Borough councils will now have the power, where requested, to step in and make a judgement in neighbour disputes over high hedges. Once a decision has been made it is within the councils power to order the the hedge to be reduced or failing this to carry out the action themselves. However Lib Dems have learnt that charges will be attached to investigation whether or not the person making the claim is successful. Charges released elsewhere have in the region of £300, with some authorities suggesting charges of over £1000. The Lib Dems believe these charges will mean many simply won't be able to afford to use the powers, leaving it as the privilege of the most wealthy. Liberal Democrat Leader, Michael Headley, has now written to the Mayor and senior officers at the council urging them to use cation when setting the new charge.

Speaking on the issue, Cllr Headley said:

"These powers will provide a very welcome relief to everybody suffering as a result of excessively high hedges. There are instances where fast growing evergreen trees have been used as a weapon of intimidation where relations between neighbours have already become fraught. But a charge of £300 for the council to investigate complaints would be completely wrong. Whilst efforts should be made to stop frivolous use being made of the service, £300 will put tackling the problem beyond the reach of many. With areas across the country setting excessive charges it worries me that Bedford will follow suit. I have written to the Mayor and Senior Council officers urging caution over these fees. After all we don't want to restrict the opportunity for people to solve the nuisance that these high hedges can be. This should be an option open to all not just those who are able to afford it."
