Councillor Tim Hill’s Report to Elstow Parish Council

Meetings

Unfortunately, I will not be attending this Parish Council Meeting for the reason provided to the Chair and Clerk.

I am pleased to advise that I have moved house to 29, Churchill Close, Stewartby and am very busy setting up home with my fiancée Jo, my daughter Lizzy, Jo's son Will, and our two dogs Pip and Jolene. There are ongoing issues as I type this with the provision of a Work Phone Line and a Residential Phone Line. The house move, the phone line issues and the suicide of a close friend have impacted my ability to do my usual level of casework.

Parish-wide Issues

No such issues recently.

Local Issues

Since my last Parish Council Report, I have amongst other local issues progressed the following raised by residents, sometimes with the valued help and support of the Parish Council:

Adoption of Hexham Close and nearby Abbey Fields footpath by the Borough Council - A high-level agreement between solicitors representing the Borough Council and the developers on this issue has now been reached, with some small details to be finalised before its signing.

Abbey Fields shop development not built as per planning permission - Following this being raised by Parish Cllr Lammin at a previous Parish Council meeting, I raised the concerns with the Planning Department. Planning officers met with the developer and the following for the developer to do was agreed:

• Submit a planning application by the 27th July for the development as built but subject to changes to the pedestrian access, car parking layout and landscaping; and
• Remove the timber fence surrounding the compound unless an application is submitted by the 27th July.

I have chased or an update. My thanks go to Bob for raising the issue.

West End Road Closure impact on bus services - The developers would not meet the cost of doing overnight works as I had requested. Local buses were diverted to a Mile Road bus stop. This helped the residents of the old village, but unfortunately not those on the Pear Tree View estate.

WW2 Pill Box at Interchange 2 - It was an honour to be invited and present at the opening of the re-furbished WW2 Pill Box at the Interchange 2 Retail Park on Sun 29 Jul 18. Great work by Jon Miles and John Jordan in getting it refurbished. It was a pleasure to part-fund the work with some of my Councillors Ward Fund. My thanks also go to Elstow Parish Council and the local businesses who also contributed the necessary funds to pay for the work to be done. Watch your head as you go in the entrance, but it gives a real idea of a part of our local history.

Average Speed Cameras on Wilstead Road - After further discussions with Cllr Royden as the relevant Borough Council Portfolio Folder, this scheme has now been placed on the Borough Council's ASC Priority List for regular consideration.

Ward Fund

My Ward Fund for 2018/19 is £9,505.00.

There is £4,505.00 remaining to confirm and allocate.

Highways Bids have to be to a multiple of £10.00.

Suggestions from Elstow Parish Council on projects that will benefit Elstow will be welcomed.

Stewartby.

1. Contribution towards the cost of a safety crossing in Stewartby Way between the Sir Malcolm Stewart Homes and Stewartby Way - £4,000.00.

Parish Council has budgeted for £5,000.00 towards this.

Allan Burls is drafting the design.

On-line bid will not be done until access to web-site is sorted.

Elstow and Stewartby.

1. Contribution towards the cost of the following Highways Schemes - £900.00
2. a) Park Crescent/Broadmead Road - Yellow lines at junction and making advisory disabled bay enforceable at request of residents/Broadmead Lower.
3. b) Wigram Close/High Street - Yellow lines at junction at request of residents.
4. Contribution towards cost of Bunyan to Brickworks Exhibition at Riverside North - £100.00.
