Cracking Down on Littering

Littering on our streets is utterly unacceptable. Words of condemnation are not enough, however, and that is why we are taking real action to crack down on this form of anti-social behaviour which can blight our neighbourhoods. In fact, there have been a few illustrations in the last few weeks of how our 'zero tolerance' approach in this area means that if you litter the streets of Bedford Borough, you should expect to face punishment.

Firstly, a recent crackdown in known problem areas for littering saw 28 people issued with a Fixed Penalty Notice and a £75 fine, over just over a week. I was delighted to hear that a number of the officers involved in this initiative were approached by residents expressing their backing for the crack down, and I am sure that has only increased their resolve to take even more effective enforcement action in the future.

The recent enforcement crack downs have followed a period during which we carried out activities and publicity to raise awareness of the fines that will be issued on the spot, and to give guidance and information on this and other environmental offences such as fly-tipping, graffiti and dog fouling. So, no-one can say that they haven't been warned. And with our investment in new dual litter/ recycling bins with cigarette disposal points in the Town Centre and at locations across the borough, no-one can claim that they have any excuse.

The other illustration of how those who litter can expect consequences is the case of the man who ended up paying a penalty of more than £750 after refusing to pay his Fixed Penalty and then failing to appear in court.

He was fined £400, ordered to pay £357 costs and a victim surcharge of £15. Of course, had he paid the fine in the first place, it would have cost him £75. This should send a strong message that we will not stand by and allow people to get away with littering in the borough and spoiling the environment and our local neighbourhoods for everyone else.

We are now prosecuting more offenders than ever before and we will maintain a zero-tolerance approach towards the minority of people who believe it is acceptable to drop their litter in the borough.
