All local authorities with strategic housing responsibilities need to plan to meet the housing needs of local residents. The Localism Act 2011 placed a statutory duty on Local Authorities to adopt a Tenancy Strategy for social housing. The Strategy acts as guidance for Registered Providers (commonly known as housing associations). This strategy seeks to balance the importance of tenancy security and the need for sustainable communities with the need to make good use of the affordable housing stock.
