Loss of Crucial Right of Way Averted as Network Rail Commits to Footbridge Alternative
After writing previously on mayordave.org.uk about Network Rail's plan to remove the riverside footbridge over the railway near Prebend Street in Bedford without providing any alternative to protect the right of way, I am delighted to report that following our negotiations it has committed to a major investment in a new footpath and underpass.
I recognised Network Rail's need to remove the bridge as part of important improvements which will involve the introduction of 12-carriage thameslink trains, but their intention to take it down and simply leave pedestrians and cyclists on this key route in and out of Bedford to instead use an existing underpass prone to flooding and with a height clearance of 4 feet 9 inches was unnacceptable. I told Network Rail as much, and said that instead of indications that it would consider assisting with improvements to the existing underpass, nothing less than a cast-iron commitment to retaining a a suitable right of way for path users was required. I sat down at the table with Network Rail to discuss the issues, and following our negotiations I must say that having initially been critical of its unilateral plans, we should recognise the major commitment that Network Rail has now made to provide an alternative and ensure that this important pedestrain and cycle route is in tact.
A crucial right of way available to all was in real danger of being lost forever, with the existing underpass, pictured on the right of this page, being too low and too prone to flooding to remain as the only crossing at this point. As I made clear repeatedly to Network Rail, the footbridge was erected over 100 years ago because an alternative crossing to the existing underpass was necessary then, and it continues to be necessary now. It is great news for all users of the path that Network Rail has now recognised this and are committing to a major project involving the construction of a new underpass.
Network Rail has informed me that it hopes to have the new underpass completed and in use by the end of the year.
